I've made myself a few playsuits for wearing to bed and I've managed to simplify my own pattern down so that I'm only cutting out three pieces. I've just been out and bought the bits to make a new one so I will try and take pics and upload a tutorial.
You try using this tutorial by Carly from Chic Steals http://www.cutoutandkeep.net/projects/sexy-bustier-dress - you could pick up a cheap shirt second hand and then make carousel separately using foam sheets and toy horses painted with acrylic paint.
I've been having a play around in polyvore - I found a dress close to your dress (well similar shades and shape) and tried it with turquoise coloured items. I was just having a bit of fun but I would recommend having a bit of a play around in polyvore as you can mess around with different colours without having to spend anything. You might get some inspiration. This is my effort

Someone posted a finished version of it on here recently and its the dress pattern that I started making ages ago. I've done all the basic sewing but I've kind of stalled on hemming all the bits but thats only cos I've got sidetracked (once again). Its a really simple dress and would flatter any figure as it has a definite waist and circle skirt and you can fiddle around with how to wear the straps till your hearts content.

You and a few friends could attach yourselves together and go as a queue or you could dress up as a question mark or go as the letter Q with lots of 'q' references eg. hair in a quiff, quill pen in hand, question mark jewellery or dress up as a giant tin of quality street
You should check out Threadbangers website http://www.threadbanger.com/blog as they have some costume ideas in amongst their tutorials. Also Flickr.com has quite a few Steampunk groups and some of the pictures of what people have worn to conventions are amazing. I hope this helps.
