LADY GAGA COSTUME HELP!

I'm dressing up as Lady GaGa for my 18th (in a bit over a month) I want to make one of those puffy-type big shoulder dresses, do they have a certain name? Does any one have any suggestions on how I can make it?

the only thing i can think of is using some wires to make the skirt puff out, idk if that helps at all.
