Help! Circle dress into... less of a circle?

Hi!
I bought this very cute circle dress, red with small white polka dots, with a zipper on the back with shirring and a details of a row of buttons down the front and two pockets.
I'm not used to wear petticoats nor do I own one for this dress so I'd like to wear the dress without the extra volume.
It doesn't look bad without the petticoat, but because of the circle skirt it hides the details on the front and looks a bit odd because of the pockets... it is made of four panels with a length of a bit more than 23 inches (not the whole dress, just the 'skirt' part of it)
I don't know how to explain, but is there a way to reduce a bit the flare of the dress? (it is not lined or anything, it's just a layer of fabric)
I own basic knowledge of sewing and a sewing machine.

For a even look take in each seam by an inch and sew by hand baste. try on to see if enough of flare is gone . Once your happy with the look then sew. On machine cut away any excess. So no bulk there.

So if there's 4. Seams in it you'll do a inch.on each seam which equals a 4 inch reduction all over ,

Ive done a lot of taking in stuffs my freind had a gastric band and lost loads of weiight this was best way I could reduce the size of things.
Oh and remember to press seams! This makes huge difference.
