Sew the body of your cut away sweater shut, good sides facing each other. I have an overlocker sewing machine and found serging the sides together easy to do, although you could just use an ordinary sewing machine, with a straight stitch followed by zig-zag stitch to finish it off.
You don't need to do much with your sleeves other than cut a straight line at the top and serge or zig-zag stich your hem. These become your legwarmers.
Next, serge or zig-zag stitch the top of your skirt, then fold down by a few inches and sew a casing of a few inches, leaving a gap to thread your elastic through.
Do the same elastic casing with you legwarmers.
Cut your elastic to approximately 1.5x the width of one side of your skirt, and the same for the top width of your leg warmers.
Thread your elastic through and sew your loop closed.
