Cascading Ruffle?

I've seen this sort of ruffle before, but I've no idea how to create it!

I'm guessing it's just in how it's cut, but I can't wrap my mind around it. Any help would be greatly appreciated <3

oh, sweeeeet!!!!
a classmate made these last year on a dress. she cut out circles, cut them like a swirl and sewed one end on the dress (here scarf) so the other end hung down
