Seed beads are very tiny beads that you can you can thread on to a cotton string to make dangling necklaces. But they are just very, very tiny beads

They're worth selling, definitely. I sell my jewelry through me and at a thrift store that sells handmade items.
You could sell them:
At craft fairs
on etsy.com
on a website
places that sell locally made things

Maybe gather parts of the skirt part up so it drapes and replace the sleeves with lace and you could turn the neck line into a square neck.
