I would just use mod podge, since I am not sure of the technique you speak off. and just hand wash it.
I know for a fact Old Navy has them for like 10-15 dollars. But unsure if you guys have that there or not, maybe you can order them online.

go to walmart to the hardware section Look for this stuff its like 2-4 bucks (dont remember the price. I used the same thing for the fairy wings that I had made over a year ago.

mandy hobby lobby does sell e6000...after looking all over in the store for it i gave up and went to the register to ring up my items and they had it up front!!! lol

I like the doggie treat bag idea..something that you can clip to your belt or pants or something. Its really cute!
I use regular fabric glue for my felt projects..its only a couple a bucks at walmart. It dries clear which is another plus!
