How to make a Bubble Skirt

I thought since summer is coming I should make myself a bubble skirt.
Does anybody know how to make one?
Please help me!
It's also going to be made out of purple or blue silk.

Hi Janet!

The whole bubble part of the skirt is made by sewing the outer skirt to the shorter inner lining.

For example if you want it just above knee length, cut the outer skirt from your purple or blue silk to just below your knee, and the lining to an inch or two above your knee. Now you have to sew the two together (by hand, or in a way the stitching doesn't show on the outer layer.)

You have to be quite an experienced sewer to do this- Good luck!
