• Step 1

  Flatten Cardboard Rolls, Cut into four rings,Staple them together at the sides to make a flower Shape.This will be the Base for the hat.

• Step 2

  Cover the Base you have made with Black Fabric, stapleing in at the sides & Corners to keep the shape.

• Step 3

  Cut another Toilet Roll Insert in Half to make the Top Hat part, & then Cover in the same Black Fabric.
  Use loose fabric at Bottom to staple to the Base.

• Step 4

  Staple Elastic hairband underneath the base of the Hat.

• Step 5

  Decorate your Hat, I used Black feathers that I had from an old Ball mask & some pink one's that I plucked from a feather Boa lol, a black flower & some pink Ribbon.
