  Step 1

  Cover Body(toilet paper tube) and head (cardboard cut out) in foil (I've used helium balloon in Silver color, because my daughter is not even 3 years old and foil can be pretty sharp but, I am sure foil is much easier). Start applying eyes, nose, mouth, hat trim, belt, arms - using hot glue.
  Axe-handle had been made out of tooth pick wrapped in brown felt and axe itself out of cardboard piece covered in the same material as your Tin Man)

  Step 2

  This is a complete set of characters for my Wizard of OZ party. I've made them all using the same idea as you found in this tutorial.
