• 

  Step 1

  Select your colors of tulle.

  Step 2

  Cut your tulle into strips about 2 inches wide. To figure out the length is to measure how long you want it to be, x2, plus about 2″.

  Step 3

  Measure the waist of the person you are making this for, add about an inch and then sew the two ends together to make a circle.

• 

  Step 4

  Wrap the elastic around a box or cardboard.

• 

  Step 5

  Fold your strip of tulle in half, making a loop at the top

  Step 6

  Put the loop on the back side of the elastic

• 

  Step 7

  Decide your pattern and follow that around. Pull tight, but not too tight.

• 

  Step 8

  Add the self adhesive rhinestones randomly on just the blue. I did try to hot glue some little blingy jewels to it. Spray the skirt with glitter spray.

  Step 9

  And there you have it. No, your eyes are not crazy. These are 2 different skirts. You can make your skirt for any holiday.
