We call them Chouchou & they're very common in Algeria
When I was a little girl, this hair tie was very famous in Algeria.
My mom taught me how to make this very easy hair accessory that we like to call chouchou. I hope you will enjoy this project which looks random but gives a lot of pleasure.

Just follow this tutorial and don't mind my spelling mistakes ^^' I'm only human
Keep in mind that the longer the fabric, the more scrunchy it will be. and the wider the fabric, the bigger the hair tie will be.
