• 

  Step 1

  all the stuff you need
  hot glue gun and sticks
  small party hat
  spray craft glue
  cutters
  pepsi box card borad. i like to reuse stuff if i can
  three sheets of felt

• 

  Step 2

  trace out the bottom of the hat on paper first to make a templates and then cut out the patterns then trace that on to card borad and cut that out

• 

  Step 3

  trace your rim on the back of two sheet of felt

• 

  Step 4

  then take your spray glue and spray alittl on the back of your felt. it's sticky

• 

  Step 5

  take your card borad rim and place it on top of sticky felt and push down and sooth it out even is this don't work felt is forgiving just peel it off and redo when it dry

• 

  Step 6

  5 min dry or sooner cut littl line on the sid of your rim all the way around because later you going to hot glue this. if you don't understant look at step 7.

  Step 7

  hot glue more. when you done

• 

  Step 8

  take your other cut out rim and spray glue it on top of card borad side and make sure you cut littl line in side circle

• 

  Step 9

  now your done with your rim take out your felt and spray glue and party hat. open your party hat and lay flat and spray glue on the flat hat and then stick it to the last sheet of felt and sooth it on let dry for 3 min

• 

  Step 10

  cut out the shap but leave a in on one side of the hat so it over lap

• 

  Step 11

  it should look like this

  Step 12

  hot glue on one side and fold back into a party hat, push down on the in side and out side of the hat

• 

  Step 13

  take the party hat and rim and start to glue the cut line into the inside of the hat

• 

  Step 14

  now your are done with the hat now you can accessor your hat.

• 

  Step 15

  i have a boa left over and glue it on the side of the rim. and have riddon and tulle. some my hat been painted so do what you like make a hat that no one have. injoy

I think I would love to have a tea party with my friends and make them all their own personal hats Perfect for Halloween and dress up! I like how they are made from scraps and not from a pre-item !
