frill in in, flat is not
I saw this tech. on Project runway Aus(season 1) and wanted to try it.

    first gather your supplies:

    fabric
    paper
    sissors

    (I used an old dress)

    now make your circle template

    I used a peice of card stock.

    I took a large glass, traced it with a marker and then cut it out

    now using the template, cut circles from your fabric

    so you get a pile of fabric circles like this

    now sew two squares of fabric at one end

    pin the circles onto the fabric(I used the zigzag stitch because I was using stretchy fabric)

    just keep sewing down the middle of the circles

    and repeat in lines/layers of circles

    try to leave a bit of space between circle layers, to let them flop.
    this creates the frill movement

    one all the circles are on, sew the sides up to form your tote

    now sew on some handles(you can use spare fabric)

    remember to reinforce the handles.

    now you have a very cute tote
