Tinkerbell goes to a Rave
I chose 2 different shades of green, at least one of which I knew would be UV reactive. I just cut them into strips, about 15" long and ties the strips all the way around my elastic band (cut to fit my hips & sewed into a loop) until I had satisfying poufyness!
