Wings tutorial?

I was wondering if anybody knew a tutorial for making wings like this:

I'd get some of that stuff you see in garden centres, it's green and a bit like pollisterine and I'd just stick all the feathers in in the way I want and stick the peices of green stuff together.

A floral oasis? I hate those they really make my skin crawl. I don't know why! They smell a bit horrible too.

Crushing it is really fun. I'm not sure about using oasis just because it falls apart so fast and might be a little bulky. (I keep imagining sticking feathers in Noel Gallagher when I say Oasis)
