You could do this with a pair of old jeans. Try cutting off the legs of the pants to the appropriate length. Then cut a slit along the side of the pants up to the waistband and hem the raw edges. For the fake lacing up the side, cut strips of denim using scraps from the legs. Fold the long edges of the strips into the center, hem along the edges, and sew them onto the shorts in X's.
