I would go with a yarn. There are thinner yarns that would replicate this perfectly. Cut three bunches a little longer than the length necklace you want and braid. Get ring packs (charming charlies, jcpenneys, anywhere has these style rings for cheap) in fairly big sizes and slide them over the yarn to the correct placement. Add the clasps from there.
