hey, when you start sewing the elastic pull it tight, when the fabric starts feeding through the needle it will start to bunch up. usually i do a few stitches to make sure the elastic is tacked down and then stretch it out. that is why the elastic is smaller than the fabric, because it ends up bunching up the fabric to make it smaller and ruffled. i hope this helps if it isn't clear enough let me know. good luck.
