Thank you for telling me. it can be that you have added too much water in the flour paste. it must be the thickness of peanut butter.LOL
Or you must let them dry much longer.
if you use a hairblower dryer, it looks dry on the outside, but the inside will be still a tiny wet. so let it dry longer.
If this be not the answer please tell me more of the steps , so i can help you fix the problem.

hummm i think of something else suddenly when i made the flour paste i always set it for a half our in the fridge, then it's all settled in the material.
or ... it can be spoiled , still with the salt you have added it's not too long durable but better then without.
i have tried this out to use spoiled paste flour on my tiny figures but.... it wasn't great, i had to wash it off.LOL
so you can make better small doses , then too much.,
LOL now you must think of all this , poor girl.-D i hope this is the anwser that helps you, but ... if not just tell me , and i will help.

Did you dried the paper beads well, or did it happenend by the flour paste?
