I bought the fabric on the market, so I've got no idea weer you can buy it!

I suppose you could use old jeans. You'd have to cut the legs off as close to the crotch as possible. Then, open the seams down one side of each piece.
I make bags from jeans quite often. But I use my husband's old jeans. That way, I have more fabric to work with.
I have never made the cake pops without the shortening, so I am not sure of butter would work--but probably. let me know if you try it
