I got the thumb cuffs at a store called Ace Hardware...I don't know if it's a chain store or not, but I live in eastern Pennsylvania.

Anyway, on the upper floor there's a bunch of toys for 5-12ish year old children, and I found them in the practical joke section there.

Maybe you can find them at a toy store around you?
