Hiya! I saw your comment on my bustle skirt. Sorry about the delay, I still don't totally get the notification system on this website. I drafted a rough pattern for this. I cut three pieces of fabric. One was five inches thick, the next ten, and the third fifteen. The widest layer was my bottom layer, and the only one that went around my entire waist (the top two just go around the hips). To make it extra poofy, I made the bottom layer about 3x longer than my waist measurements.
I hope I'm not being confusing!
