To answer your question on my mini circle skirt, it depends on how long you want your skirt to be. For instance mine was about 50cm long (about 19inches) so I used one meter (39) for length and width.
Basically measure how long you want the skirt to be, and double that number by 2 for both width and length. (because you will fold the fabric). Also don't forget to leave some space for seam allowance.
