Step 1Step one: Define the shape. Defining the shape, as one mass, will make it easier to represent the volume of the hair without having to actually draw it. Also, you can have the hairstyle you want but define it now in this step.
Step two: Define texture. Once you have your shape set, you start adding the texture of the hair. This is when you decide how curly the hair will be. Representing it doesn't mean drawing every single curl, but just enough to be clear. Try focusing on the edges of the hair, which is where the texture is more interesting and obvious.
