• 

  Step 1

  Start with two dollars.

• 

  Step 2

  Fold it right up until it touches the shadow of the "E" in "ONE".

• 

  Step 3

  Then, fold it hotdog style. :D

• 

  Step 4

  Fold the dollar hamburger style.

• 

  Step 5

  Then unfold.

• 

  Step 6

  Using the crease as a guide, fold up the dollar.

• 

  Step 7

  Then repeat on the other side in reverse.

• 

  Step 8

  <-Use this picture as a guide to fold your dollar into a triangle shape.

• 

  Step 9

  Repeat on the other side.

• 

  Step 10

  Use another dollar to create another funny looking "S" shape. :3

• 

  Step 11

  Lay the dollars on top of one another to look like a windmill.

• 

  Step 12

  Fold the flap (from the dollar on the bottom) toward the center.

• 

  Step 13

  Repeat for the next flap.

• 

  Step 14

  Repeat.

• 

  Step 15

  Repeat.

• 

  Step 16

  When you get to the last flap, tuck it under the first flap.

• 

  Step 17

  Now you can impress your friends or become Hokage.

These are adorable! Personally I like to make them out of normal paper so you dont loose all your money while executing your ninja attacks!
