This took me about an hour to do, and I'm going to wear it over my clothes, as part of steampunk cosplaying.

You Will Need

Step 1Start out with a belt or ribbon. I used a purse strap.

Step 2
Take your tulle. You should have somewhere between 2 and four yards, depending on how big around you are, and how long you want it.

Step 3Cut your tulle into strips twice as long as you want them to be.
Fold them in half, and wrap them around your belt/ribbon and then pull the end through the loop created by folding them. -
Step 4Repeat this until finished.

Step 5Wear over or under clothing!
