Based on Burlesque Bustle Skirt by Becca K.
I used the same measurements as the original but used 100% cotton in this version instead of taffeta.
I've yet to make a proper fastener, so safety pins will do for the moment.
Next is to make a tiny top hat or some other type of fascinator.
