Based on Burlesque Bustle Skirt by Becca K.
I made this for Halloween with help from my grandmother (who is much better at sewing than myself).
I made the skirt longer in the front than the original and added another bustle in the back. I also changed up the front and used eyelets with ribbon instead of a buckle.
