1st step : Paint silver shimmering color for the base.
2nd step : Put some nail glue on the top of the nail
3rd step : Put on different color of the crystal decor on the nail glue.
4th step : Let it dry and put top coat.

Does this make it impossible to use your fingers? Also your really long pinky fingernail looks like the "crack nails" from the 80's.
