First, collect all the plastic bags you want to use. I used lots of different colored bags, but if you want your yarn to be monochromatic, stick to one color bag. It's easiest to use bags of all the same material.
Next, straighten out the bag so that its basically a rectangle. It should look like this picture. Don't worry about it being perfect, it doesn't really matter in the end.
Now fold the bag vertically. I folded mine into fourths. Again, it doesn't really matter, it just makes it easier for you to cut it.

Next cut the bag horizontally into strips of about an inch. The thinner the bag, the fatter the strip should be.
When you unfold the strip, it should look like this.
Repeat steps 2-6 until you have a lot of strips.
Loop the strips together and tighten them
Once you loop a bunch of them together, you'll get a long string of plastic yarn. Use it the same way you would regular yarn. Example: playing with your cat =]
