Honestly, since this is a double wraparound skirt, it's not very easy to put on, so you'd probably be better off making her a more simple wrap skirt. As for the math, half of 55 is 27.5, so that's your "a" measurement.

Her waisy is 55 inches, her hip between 65 and 70 inches. I'm thinking 24 inches after heming.
