    Glue the edges of the paper strips along the outlines of the letters. The best way to do this is to spread out a small plastic bag on a flat surface, and spread a thin layer of glue over the bag. Dab the edge of the paper strip into the glue. Hold the thin strips with a pair of tweezers, press them into place and use a pair of decoupage scissors to trim off any excess ends. The white letters will not be obvious on the finished piece, but they will make it a lot easier to glue the strips on the outlines.

  2. To decorate the lettering, attach strips of paper of different lengths, rolled into spirals at one end. To do this, use a quilling tool or trim the tip off a toothpick and cut a 1/16" (2mm)-deep notch in the end. Slip the end of the paper strip into this notch and then roll it up.

    Remove the toothpick/quilling tool and let the paper spiral unwind naturally into place. Dab the edges of the spirals in the glue and attach them to the letters.

  4. Glue the picture to the chipboard to give it extra stability. You might also like to frame the picture (without glass) and to add a picture hanger.
