I love to peruse the formal section of my local thrift store and think about how beautiful that girl or woman felt wearing that dress. It may seem hard to imagine now, but every one of those dresses must have lit up someone's face in its day. And with a little creativity, they can come alive again.

Remove any extra adornments that can get in the way of the cutting.
Cut off the skirt in a straight line.
Pin layers of tulle to underskirt, just to keep things in place.
Use seam ripper to open up a seam about 8-10 inches down in all layers of tulle and underskirt.
Pin these layers together.
Install zipper.
Fold tops of zipper to the sides and trim excess. This will stop your zipper head from accidentally sliding completely off your zipper.
Salvage usable fabric from bodice to create waistband. If there is no salvageable fabric on your bodice, feel free to use another, coordinating fabric for the waistband.
Press out any creases, cut rectangles, and join together end-to-end. Make one long pieces about 4 inches wide and long enough to go around your waistband, plus a couple inches.
Pin skirt to waistband with right sides facing, gathering skirt evenly as you go, and sew to secure.
Fold waistband over toward inside of skirt. Sew "in the ditch" so the stitches can barely be seen from the outside.
Hand-sew a hook-and-eye clasp at the top of the zipper.
