I used my Cricut to cut the components but you can use pre-cut pieces as well. I added distressing ink, ribbon, button, and colored a sleeve of staples black across the top. Basic paper-crafting skills are all that is required.

Cricut Bags, Tags, Boxes & More - Size Tag for your needs. Different fonts have brackets { } so pick the one you want to use and size about 1" shorter than the width. Cut circle x2 to add to the end of the ribbon. Select cross if desired.
Use scripture or saying typed and printed on photo paper or cardstock.
Place one end of the ribbon between two circles and glue together. Feed the other end through the slot on the tag and glue underneath the card with scripture or saying. Add brackets. When completed use distressing ink on edges and swipe in small areas to highlight components.
