I saw a face chart with similar splat mask style but can't remember who it was by so I decided to try my own around last Halloween and this is how it came out. There are few more photos on my blog about this look. This look just takes time with blending and making sure you stay inside the original drawing.

Draw the lines of the splat with white kohl pencil.
Start the colouring from outer corners with purple eyeshadow (all eyeshadows I use have shimmer in them which makes this look bit more interesting).
After purple choose a vibrant blue to colour in up until almost where your eyebrows start. Also do a cut crease on your lid with blue. Blend the edges well.
Use golden eyeshadow to colour in the rest of the mask except the bridge of your nose and lids.
Apply shimmery white eyeshadow to the bridge of your nose and blend to gold. Also use purple eyeshadow to the outer corner of your eyelids and shimmery white to middle of them.
Colour the drops with blue (outer edges) and white (inner part).
Use black kohl to your waterline and add mascara.
Now you're done!
