I've been curious about S&M for a while and figured I'd make some beginner's stuff to play with ;)

Sketch out general shape on scrap or extra material
Cut it out and test the fit and how it lays on your neck. Alter it if needed. Then use the cut-out as a stencil for the real one.
Once you have traced the shape onto the inside of your fabric of choice, add about a centimeter of space on all sides. This will be your hem line to prevent your fabric from falling apart.
Cut out the collar and be sure to leave plenty of extra material to wrap around the back, you can trim it later.
Fold over the hem and hand sew or run it through a sewing machine. If you are adding the ring, figure out now how you want it to hang.
I had an old watch from when I was a child laying around, so I stole the clasp from it to use on the back of my collar. These can also be purchased, I just didn't want to go get a new one.
Now the clasp is attached, holes for the belt clasp are punctured on the other side of the collar, and I did a little embroidery on the front to cover the stitches from sewing material around the metal ring.
And there you have it! If a strong material is used, this should hold up against any chained-up fun you have in mind!
