This is a really easy way I've found to cover a headband in fabric, whether it's for use in a later project or just for making it ready to wear.

Take an old shirt. Go directly to the bottom of the shirt, to the hem. Cut it off. Save the shirt to reconstruct it later!
Slip your headband inside the hem, and put the seam to the bottom of the headband, the part that faces your hair. Cut off the excess, and hot glue the ends to the underside of the headband. If you don't have any hot glue, you can just tie them in a simple knot.
Wait for it to dry, then use it in any project that you have, or just pop it on your head and wear it right then and there! Viola! Done!
