Boil the kelp sheets for 10 minutes in water. Drain and cool down. Slice into 1cm thick strips and wash well in cold water. Slice the garlic very finely and add to a pan along with the vinegar, soy, sugar, and seaweed. Simmer all together for 20 minutes. Remove from heat and cool down before serving with chopped spring onions and toasted sesame seeds.
