measure round were you wear your skirts and measure from their to your crotch .cut out a rectangle that wide and as high as twice your crotch. leave seam alounce and then hem it all the sides. this will be the waistband.
now for the first ruffle cut out and hem a rectangle twice as wide as were you wear your skirts and as far down as you want your first ruffle to be.
now do the same as the first ruffle for as many ruffles as you want but make sure its longer than your first one.
layer up all your ruffles starting shortest at the top and longest at the bottom . sew a strait stitch at the top the pull it so it ruffles. ruffle it until it is the same size a the waist band.
put the waist band wrong side facing up. put the top edge of the ruffles (right side facing up) to the bottom edge on the waist band then pull the top of the waist band over the ruffles so they're sandwiched in between . pin and sew in place.
sew the free side together and your done ! I added a bow for decoration :)
