First, choose your shoes. I was lucky enough to have an old pair of white heels that were too dirty and scratched to be worn again. But pick a pair that you like, and that you can walk in. Dorothy's heels weren't quite as high, but hey- I'm a diva.
Give your shoes a coat of red acrylic paint. Do so in sections, and apply glitter while the sections are still wet. This will ensure that you aren't scrambling to get glitter onto wet paint if you paint the whole shoe at once. This can be messy (as we all know, glitter is the herpes of the art world).
Tap off extra glitter, and allow the paint to dry for a day.
Spray your shoes with a layer of spray adhesive. Then, add another coat of glitter. I did this so that if any glitter came off, there would still be some left underneath. I don't want my shoes to have bald spots.
Tap off the extra glitter again and let them dry for another day.
