It worked up better than expected and looks great. Thinking I need a bangle of some sort. The yarn can be expensive but you get a bunch of necklaces from it.

The length of the choker should NOT go the entire way around your neck. Leave room for the ribbon to tie it closed with a bow. do NOT cut the ribbon. sc a chain that is divisible 3 such as 69. (I did a mistake and did 70 and mine turned out fine. I just hide that last stitch).
tc, sc 3, count 3 loops on the chain and tc. Repeat until the end.
At the end you need to sc all the way around the the choker so that the top and bootom end up having 2 layers. If this is difficult than you can simply do 2 rows of sc at the start and finish. The sides (the first and last tc will need to be reinforced). If you sc all the way around it gives beautiful round edges.
Do NOT cut the ribbon. Weave the ribbon in and out. Pull the ribbon through the end and practice tying it around your neck to find a good length to cut. Burn the edges or use a product to keep the edges from fraying.
Add for more awesomeness: -beads (on tc's) -ruffles (dc's) -cameos, pendants -a pre-tied bow hiding a clasp
