This is so easy. I used the same costume pattern as my WHITE SKIRT and made a black satin underskirt. This has an elastic waist. Then using the same pattern, I made a separate LACE skirt. Instead of making side and back seams, I cut the skirt pieces both on the fold and made only side seams. I used a Serger for the lace skirt, it makes a much nicer effect, but if you don't have one or have access to one its okay as well. After I made the waistband for the lace skirt, instead of elastic, I threaded a length of double faced satin ribbon into the waistband so this is a nicely gatherable drawstring waist that you tie on the left with a satin bow. The reason I did this and didn't sew the overskirt to the underskirt was that I want to be able to mix and match this overskirt with other color skirts.
When cutting the main pieces out I took care to maintain the double scallopped edge of the lace fabric, and cut a strip of lace for a rulle from each side that was 8 yards long. I serged the edge, gathered it on a regular machine and sewed it to the bottom hem of the skirt. Then I gathered up the skirt on the sides, front and back and sewed into place with 4 jeweled buttons. This is the skirt ensemble in action with my beaded Gothic hat and my Medieval necklet. I used 4 yards of black bridal satin, 4 yards of double edged scallopped lace fabric and about 2 yards of double faced black satin ribbon, and 4 buttons.
