Apply a base coat to the nails, followed by one coat of nude or pale pink polish on all the nails except for the ring fingers.
With a thin brush and white polish, create a white tip on the nails in French manicure style. On the ring fingers, apply two coats of white polish to the whole nail. Apply top coat to all the nails. When the ring fingers are dry, lightly buff the surface to create a matte finish. Do not buff the other fingernails.
On the ring fingers, draw a heart design on the white polish using pencil. The pencil marks can be erased if you make a mistake.
Dip a thin brush in red polish and fill in the heart shape.
Enhance the shape by outlining it using black water-based nail paint or polish.
Allow the nails to dry fully and apply a layer of clear top coat to all of them.
When the ring fingernails are dry, use a brush to apply another layer of top coat to the heart shape only. Sprinkle red velvet over these nails while they are wet.
Leave the ring fingernails to dry for 30 seconds before removing any excess velvet with a fan brush.
