You will need a few sheets of paper, tape and string.
Fold each sheet first in half, then in fourths, then in eighths. Make the creases in alternating directions. It will start looking like an accordion. Depending on the size and type of paper, you may need 2-4 sheets per pinwheel.
Gather the sheets of paper together. With your string, tie the sheets together tightly in the center.
Once tied, tape the paper edges together. Once all edges are taped off, the sheets naturally loosen up and shape into a pinwheel.
You can then tape, tack, pin or hang your rosette pinwheels to your heart's content!
