I was making a Hawaii theme party on a low budget and te first thing i made,and the mot important of all accessories,is a lei. i used paper napkins since i had a lot of them in very pretty and bright colors so let's get started:

You will need

10 Napkins or tissue paper Rope or any kind of thread you can tie them together

Instructions

1. 

   cut the paper napkins in half and cut all the folded parts

2. 

   start folding like a fan

3. 

   cut the ends in half circles

4. 

   tie in the middle with a double knot and spread the napkin

5. 

   start pealing off the layers on both sides

6. 

   and taa daaaa! you made a puffy flower

7. 

   now tie the ropes together with a double konts ant that's it
