Find three different size circle shapes to trace, trace as many of each cicle that you need, for mine i made about three or four of each size and added a little extra of the smallest size on top or you can do them all the same size
paint the circles your preferred colors front and back this one is for a Mexican themed party my friend is having.
cut out circles and folod them in half, fold small triangles all the way across it should look like a fan, cut off the very tip on the bottom point you don't want the how to be that big open up the paper and you should have a circle again XD
cut a piece of wire/string make a small loop at the bottom and slide the crimp on to keep it in place (don't forget to flatten it :]) slide on some beads for decoration then slide on the paper pieces. to end it make a large loop at the top for hanging slide on the crimp bead and flatten it.
make a tassel or use streamers or if you want shine make some long beaded tails( THIS WOULD TAKE MORE TIME OF COURSE ) tie it onto the bottOM loop and then your bone
