Nyan Cat Plushie

How did you resize the head and tail to the proper size? When I try printing they are quite tiny.

i figured it out but when i flipped it inside out the legs and tail were inside not outside like the picture.

does anyone know how to do 19 to 21 cause i have the long strip but idk ho to sew the other side.
