got this at the thrift store a few hours ago and couldn't wait to cut it up! the band at the bottom made it perfect, but you don't need it. as long as the hem is continuous, you can use it. if the hem has the little "v" on each side, you might have to make a new casing for the draw string. you could also use elastic in the waist, but that would involve sewing. i didn't hem the bottom because i like the raw edge, but feel free to hem yours if you want.

lay the shirt out flat
cut across the skirt in a straight line, just under the arms
measure enough ribbon to go around your waist & tie in a bow
cut 2 little snips in the center of the waistband, about an inch apart (you couldn't see the snips on the dark fabric, so this is after the ribbon is through)
attach a safety to one end of ribbon & thread through waist
*optional* fold edges of ribbon over 2x and sew to prevent fraying, or just use a bit of clear nail polish and you're done!
