I would recommend some sort of cotton knit because it's easy to work with and it's important for the neck-part. *This project is aimed more toward people who have basic sewing skills with a machine Sorry for not having actual pictures because I made this shirt before I even made an account XD You can definitely take this basic form I've given you and add embellishments! You can use different fabrics, colors, etc! :D have fun being creative with this simple project! Good Luck!

in scale to your size, trace these patterns into your fabric, and cut them out (leaving a seam-allowance) *a tank top pattern helps for pieces 1 & 2!* 1) back piece 2) front chest piece 3) front bottom half 4) neck piece (12 inches wide; the length equals the length of the tank top's neckline)
take piece 3 and pleat/gather the top side sew it to piece 2 (typo on the diagram!)
assemble new front piece (2&3) to back piece (1) like a regular tank top, leaving the neck and arm holes open
take piece 4 (the neck) and fold it in half hotdog-style then fold it hamburger-style and sew the open end to make a fat, floppy, ring *** this piece is now the collar of your shirt
sew the collar to the neck of the shirt; MAKE SURE the open end of the ring is getting sewed to the shirt and not the folded end
hem all unfinished ends, and you're FINISHED! :)
